The Division of Extramural Activities (DEA) provides leadership and oversight on the extramural policies, scientific review, National Advisory Council on Aging, management of grants and contracts, clinical research, small business initiatives, career development awards, and training programs.
The Division of Extramural Activities (DEA) manages NIA's grants and training policies and procedures, including oversight of grants and contract administration, scientific review, and committee management functions. It serves as primary liaison for NIA with the NIH Office of Extramural Research and with other Institutes that share research interests. NIA's extramural training programs, career development programs, small business innovation research and technology transfer programs, and other special programs are managed by DEA. The Division handles scientific integrity and ethical questions in research and manages the National Advisory Council on Aging.
The DEA provides oversight on:
- Policy development, implementation, and coordination
- Small business research support
- Research training and career development support
- Management of initiative (NOFO) development and publishing in FOAM
- Coordination of receipt and referral of NIA applications
- Scientific peer review
- Fiscal and administrative management of extramural grants and contracts
- National Advisory Council on Aging (NACA) activities
- Stewardship and support of clinical trials and clinical research activities

The Office of the Director within the NIA Division of Extramural Activities (DEA) provides leadership and advice to the Director.
Grants & Contracts Management Branch
The Grants and Contracts Management Branch (GCMB) negotiates and issues over $3 billion annually in grants and cooperative agreements.
Office of Strategic Extramural Programs
The NIA Office of Strategic Extramural Programs (OSEP) administers scientific research funding and support to small businesses, including via Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) awards.
Office of Clinical Research
The Office of Clinical Research (OCR) provides expertise and guidance to streamline processes, increase the efficiency and coordination of NIA's clinical research oversight and operational functions in support of scientific rigor and excellence to meet NIA's strategic direction to enhance the quality of life for people as they age.
