ORA helps ensure that applications coming to NIBIB are received and reviewed appropriately, awards are administered correctly, NIH and federal research policies are implemented, and NIBIB’s Advisory Council process operates effectively. It also oversees the NIBIB Office of Grants Management.

That means ORA essentially covers several stages of the extramural research lifecycle:
- Scientific peer review: Through the Office of Scientific Review, ORA manages scientific review for applications and initiatives for which NIBIB conducts its own review, including organizing review panels and managing the integrity of the peer-review process.
- Grants management: Through the Office of Grants Management, ORA handles the business and administrative aspects of NIBIB grants, including award administration and compliance with applicable grants policies.
- Research policy and compliance: ORA interprets and implements NIH-wide requirements affecting NIBIB's extramural portfolio. For example, ORA's policy responsibilities explicitly include clinical trials management, protection of human subjects, biosafety and biosecurity, and advising NIBIB extramural staff on policy issues.
- Receipt and referral: ORA supports the processes that determine whether incoming applications are appropriate for NIBIB and how they move through NIH's application and review system.
- Advisory Council and committee management: ORA supports the National Advisory Council for Biomedical Imaging and Bioengineering. NACBIB provides the required second-level review of NIBIB research and training grant/cooperative-agreement applications and advises NIH/HHS leadership on biomedical imaging and bioengineering research and program.
