Budget | NIMHD

NIH Institute budgets are set through the federal budget process, not by NIH alone. Each year, NIH and its Institutes identify scientific opportunities, public health needs, ongoing commitments, and program priorities, which inform a budget request developed through the Department of Health and Human Services and the White House. The President then sends a proposed budget to Congress. Congress reviews it, holds hearings, and decides how much funding NIH, and often each individual Institute and Center, will receive through annual appropriations laws. Once the budget is approved, NIH distributes and manages the funds according to congressional direction, federal rules, and Institute priorities. 

Congressional Justification Statements 

As part of the budget process, NIMHD annually submits a Congressional Justification with its budget request. The NIMHD budget supports a portfolio of extramural and intramural research, research capacity building, and training.

FY 2027 and FY 2026: The NIMHD Congressional Justification was not included in the Budget Request. For additional information, please refer to the NIH Congressional Justification. 

Congressional Testimony 

The Director, NIMHD, and other Institute staff members may be asked to provide testimony to various Congressional Subcommittees on topics relevant to the NIMHD mission and the state of the health disparities research. 

NIMHD's funding is secured annually through Congressional appropriations. The process involves the President's budget request, review by the House and Senate Appropriations Subcommittees, and hearings to assess agency performance before budget approval.
