Overview

The All of Us Research Program Office is located in the NIH Office of the Director and is responsible for the planning and operations of the program.

Chief Executive Officer

Josh Denny, M.D., M.S. | Chief Executive Officer

Josh Denny, M.D., M.S., is the Chief Executive Officer of the All of Us Research Program at the National Institutes of Health. He has led the program since January 2020, guiding its growth into one of the world's largest and most comprehensive biomedical data resources. Before joining NIH, Dr. Denny was a physician and professor at Vanderbilt University Medical Center, where he helped develop the program's early design and served as principal investigator for the All of Us Data and Research Center. A pioneer in the use of electronic health records for genomics research, Dr. Denny developed methods such as phenome-wide association studies and advanced pharmacogenomics implementation. He is an elected member of the National Academy of Medicine, a fellow of the American College of Medical Informatics, and a member of the American Society for Clinical Investigation. Dr. Denny has authored more than 400 peer-reviewed publications and continues to lead efforts in precision medicine and data-driven health research.

Stephanie Devaney, Ph.D. | Chief Operating Officer

Stephanie Devaney, Ph.D., as the Chief Operating Officer, oversees the program's operations to ensure it fulfills its mission of advancing precision medicine research. Before joining All of Us, Dr. Devaney led the coordination of the Precision Medicine Initiative from the White House Office of the Chief of Staff, guiding the effort's vision and interagency collaboration. She previously worked in the NIH Office of the Director, advancing policies and programs to support national biomedical research priorities. Dr. Devaney earned her Ph.D. in molecular genetics from The George Washington University and her B.S. in biology from The Ohio State University.

Holly Garriock, Ph.D. | Chief Cohort Development Officer

Holly A. Garriock, Ph.D., joined All of Us from the National Institute of Mental Health, where she managed a research portfolio focused on child and adolescent depression, anxiety, suicide, and trauma, building deep expertise in child development and mood disorders. Dr. Garriock completed her undergraduate studies in Canada, earned her Ph.D. in genetics from the University of Arizona, and conducted postdoctoral research at the University of California San Francisco.

Geoffrey Ginsburg, M.D., Ph.D. | Chief Medical and Scientific Officer and Acting Chief Data Officer

Geoffrey Ginsburg, M.D., Ph.D., sets the program's scientific vision and strategy, oversees data collection and curation, and integrates new data types to drive discovery and innovation. Before joining All of Us, Dr. Ginsburg founded the Center for Applied Genomics & Precision Medicine at Duke University, where he was a professor of medicine, biostatistics, bioinformatics, pathology, biomedical engineering, and nursing. Previously, he held leadership roles at Millennium Pharmaceuticals and Harvard Medical School. A recognized leader in precision medicine, Dr. Ginsburg co-chaired the National Academies' Roundtable on Genomic and Precision Health, co-founded the International Health Cohorts Consortium, and founded the Global Genomic Medicine Collaborative. He earned his M.D. and Ph.D. in biophysics from Boston University.

Justin Hentges, M.P.P. | Chief Financial and Management Officer

Justin Hentges, M.P.P. serves as the Chief Financial and Management Officer for the All of Us Research Program, a role he has held since 2017. He previously served as Senior Advisor for Accountability and Oversight to the Assistant Secretary for Financial Resources at the U.S. Department of Health and Human Services and as Special Assistant to the NIH Principal Deputy Director. He began his federal career at the National Institute of Dental and Craniofacial Research. Mr. Hentges earned a B.A. in political science and economics from the University of Wisconsin-Eau Claire and an M.P.P. from George Mason University. Based in Tacoma, Washington, he serves on the board of Communities for Healthy Bay and volunteers with the Oasis Youth Center, supporting LGBTQ+ youth.

Minnkyong Lee, Ph.D. | Acting Chief Engagement Officer

Since 2017, Minnkyong Lee, Ph.D., has worked closely with awardees to identify and share best practices for participant and researcher engagement and retention. Before joining All of Us, Dr. Lee conducted research using animal models and large-scale data at the National Human Genome Research Institute. She has also taught and volunteered at institutions including Northern Virginia Community College, the University of the District of Columbia, the University of Maryland, and the Marian Koshland Science Museum.

James McClain, Ph.D. | Acting Chief Technology Officer

As CTO, James McClain, Ph.D., oversees the design, development, and delivery of a portfolio of technologies to enroll and retain a nationwide cohort, enable ancillary studies, and drive research data access and opportunities. He was a member of the initial NIH team charged with implementation of the All of Us Research Program since 2015. Prior to joining All of Us, Dr. McClain worked in the Division of Cancer Control and Population Sciences at the National Cancer Institute since 2007, with an award portfolio and research focus on remote monitoring and assessment methods for research and clinical care management. Dr. McClain earned a B.S. and M.S. in exercise physiology from Iowa State University, a Ph.D. in physical activity, nutrition, and wellness from Arizona State University, and an M.P.H. from Johns Hopkins Bloomberg School of Public Health.

Rachele Peterson, M.B.A., M.S. | Chief of Staff

With two decades of experience in clinical research and executive leadership across academic, private, and government sectors, Rachele Peterson plays a key role in building and operating one of the nation's most ambitious health research initiatives. Before joining NIH, she served as Senior Director of Clinical Research at Vibrent Health, Executive Director and Principal Investigator of the University of Arizona and Banner Health All of Us health care provider organization, and Associate Director of Research Administration at University of Arizona Health Sciences. She holds an M.S. and Executive M.B.A. from Arizona State University and a B.A. in public policy from the University of North Carolina at Chapel Hill.

Janeth Sanchez, Ph.D., M.P.H. | Director of Population Health Research Innovation

Janeth Sanchez, Ph.D., M.P.H., leads scientific initiatives that leverage program data to advance population health, improve outcomes, and accelerate precision medicine. Her work focuses on developing data-driven research strategies that inform policies, guide best practices, and translate discoveries into improved healthcare delivery. Before joining All of Us, Dr. Sanchez was a Program Director in the Healthcare Delivery Research Program at the National Cancer Institute, where she led large-scale initiatives such as the Addressing Social Risks in Cancer Care project. She earned her Ph.D. in health services with an emphasis in evaluative sciences and statistics from the University of Washington and an M.P.H. in community health education from New Mexico State University.

Sheri Schully, Ph.D. | Deputy Chief Medical and Scientific Officer and Lead for Partnered Research Studies

Sheri Schully, Ph.D., establishes partnered research studies as a core, scalable component of the program, expanding the cohort and generating new phenotypic, lifestyle, environmental, and biological data for the All of Us Researcher Workbench. Dr. Schully has been involved in shaping the scientific vision and strategy of All of Us since its inception. Prior to this role, Dr. Schully was a Team Lead and Senior Advisor for Disease Prevention in the NIH Office of Disease Prevention, where she led efforts to systematically monitor NIH investments in prevention research and assess research progress. She also served as the Team Lead for the Knowledge Integration Team and as a Program Officer in the Epidemiology and Genomics Research Program at the National Cancer Institute, joining NIH in 2005 as a Presidential Management Fellow. Dr. Schully earned a Ph.D. in biological sciences with a concentration in population genetics and a B.S. in zoology with a minor in chemistry from Louisiana State University.
